I know a girl of 3 years not stop pulling her hair during her nap bedtime. Is it a disorder?

Her mother says she plays with her hair in the brush, your dads arm or carpet pile. Her mother shaved her hair last year and very close to a year. It has started again, pieces rolled in a ball on the floor each morning. Please help.
