Photoshop takes a genius to help in a StopMotion?

I have Photoshop Premier Elements 3 and Photoshop Elements 5. I have to make a motion to leave school but not a sophisticated camera for $ 5000 on what it takes 5-10 seconds to take a picture. I'm doing Romeo and Juliet, which means that we have 25-50 second speeches. at 8 frames per second do not have time enough for 200 photos with the same exact position, so I need to know how to import photos from Photoshop or from the camera Photoshop Elements 3, but have Premier each photo on the bottom so you can change the length of some of the images. I do not understand why you need a camera that takes 5-10 seconds to take a picture. Are these Nightshots or something? A long point and shoot cameras can do that. Just to use a still camera to take pictures then the video editing software to put them into a movie file.
